Penny is a commercial lawyer with almost 20 years’ experience. She advises private companies, local government, educational institutions, health providers and social enterprises on partnering and effective governance arrangements to secure strategic outcomes.

As a partner at national law firm Blake Morgan LLP, Penny heads-up the local government team in England and leads on housing, leisure and civic infrastructure projects. She also supports her clients on complex major procurement and regeneration projects involving private sector partnering and service delivery.

Penny is passionate about proactively supporting all stakeholders in, 'shared vision' projects, to find early interventions and solutions to deliver transformational change where it matters; not just spending time and money dealing with the 'down-stream' consequences of system failure.

Living and working in Oxfordshire – Penny is keen to apply her expertise to make a local contribution to secure sustainable growth for businesses, for the benefit of the communities in Oxfordshire.

On a personal front, Penny is a mother of twins and a keen skier, cyclist and runner.
